About usSpice BeginningsIn August 2006, the founders of Citadel joined industry specialists to launch Spice Telecom ("Spice"), with the intent of capitalizing on South Africa's deregulating of the Telecommunications market. South Africa's telecommunications sector boasts one of Africa's most advanced networks in terms of technology deployed and services provided. The current administration's policy of "managed liberalization" has, however, been slow in its push for the deregulation of the telecommunication sector. This deregulation is supposed to spur competition, open new markets and make communications services more available and increasingly affordable. It is widely expected that the path to deregulation will continue at a slow pace, providing those companies awarded with commercial licenses a fleeting, but lucrative chance to establish a significant market presence. Therefore, the level of competition in the Telecoms market has picked up somewhat with the promulgation of the Communications Act. The Act has opened the market up to more local and international second-tier competitors, as well as potentially more infrastructure-based competition. However, the slow and haphazard path to true deregulation continues to be bogged down in conflicting policies, strong lobbying influences and unclear direction.
